The Franklin County Sheriff's Office operates the county detention facility in Winchester. Confirm a Franklin Jail Release
The sheriff's home page routes inmate searches to an IP-based host and also links MobilePatrol. During the August 2026 research sweep, the host would not accept a connection. Its field set, update speed, photo display, and history could not be verified. That outage is an access limit, not proof that the service is gone. It also means the screen should not be described as a release archive.

The model sheriff retention schedule assigns five years to nonjudicial release orders and to booking, census, and movement logs. Identification files, including photographs, have a much longer schedule. Franklin County's adopted schedule and the facts of the request control actual availability. Franklin Jail Versus TDOC Release

Franklin Jail Capacity History
A 2017 construction report described the prior facility as a 1997, 114-bed building and discussed an expansion that cost about $9 million and was designed for 283. Those are historical project figures. They do not establish current certified capacity.
The official Tennessee jail snapshot dated May 31, 2025 lists Franklin with 119 people against 166 beds, or 71.7 percent. It also includes a TDOC-backup category, which shows why county location and legal custody are not always the same. The count is one date only.
